low revs bog down; is this a carb problem

i own a 99 zx9r e1 w/ jardine rt-1 full exhaust and stage 3 jet kit n a claimed 146hp at rear tire, i had none of the work done , the previous owner did. the bike bogs at low rpms but screams when wide open. he told me its tuned for high rpms n my mechanic said if thats the case the jets might be 2 big n if i change them i'll lose performance. i'de like 2 smooth out the throttle response, the bike is a beast n i dont want 2 lose low end torque or top end power, any suggestions ? i've read about zx9's having this type of problem, is there any sure fire way 2 fix this ?

I had a similar problem but with a (2-stroke) KMX200.
Low-rev throttle response improved after lowering the main jet needle by one position & increasing the pilot jet by 5 sizes - I didn't notice any loss in top-end power.

Official dealers only sell std sized jets but non-std sized jets are available from www.allensperformance.co.uk .

BTW, I think the 1999 ZX9R was the C model - it's subframe was welded to the main frame but the E model's was bolted if you want to check.
