Zxr main fuse blowing

Gentlemen,I don't know if anyone can offer any advice but my son,who's 19 bought a Zxr 750 a year ago.He's since rebuilt and polished it to death,had it restricted and rode it for a while,he's now having a couple of problems.First problem,it keeps blowing the 30 amp fuse at what I think is the starter solenoid,in fact it has got so hot it actually started to melt the fuse holder,and the second problem is when shutting the throttle the revs don't drop straightaway.I changed the carb rubbers but that didn't help,could it be the diaphragms? First problem I have no ideas,can anyone offer any advice,thanks in advance.
